Benazir Income Support Programme (BISP) is seeking a highly qualified and experienced individual for the position of Procurement Specialist. This excellent consultancy career opportunity is offered under the Social Protection Development Project (SPDP), financed by the Asian Development Bank (ADB). • Master’s degree or postgraduate qualification with at least 16 years of education in: Procurement, Law, Business Administration, Supply Chain Management, Economics, Engineering, IT, or any other related field.
• Degree must be from a reputable local or foreign institution.
• Candidates holding a diploma or degree in Procurement Management from a recognized institution will be preferred.
• Minimum 15 years of total post-qualification experience.
• At least 10 years of experience in procurement practices, including procurement of Consulting Services and Goods Procurement.
• Minimum 03 years of verifiable experience as Procurement Specialist, Procurement Expert, Procurement Manager, or equivalent role in government organizations, donor agencies, development banks, or related entities.
• Excellent knowledge of PPRA rules and legislation, international financial institutions’ procurement regulations, and donor agencies procurement procedures.
• Strong understanding of ADB Procurement Guidelines, World Bank Procurement/CMS, STEP activities, procurement policies, and reporting requirements.
• Proven ability to work in collaborative team environments.
• Excellent command over MS Office Suite.
• Familiarity with government structures, government operations, and administrative procedures.
• Hands-on experience with E-Procurement systems, e-PADS, STEP, and electronic procurement platforms.
